Samar Jha represents a powerful evolution of the modern legal professional—one who moves beyond courtrooms to influence policy, governance, and societal change. A dual-qualified attorney practicing across India and the United States, Samar currently serves as Government Affairs Director at AARP in Philadelphia. His work lies at the intersection of law, housing policy, economic empowerment, and legislative strategy, demonstrating how legal expertise can shape public systems and drive meaningful reform across borders.

In this episode of The Koffee Conversation, Samar offers a compelling perspective on how lawyers can expand their impact by engaging directly with policymaking. From negotiating legislation to advocating for inclusive housing systems, his journey reveals how legal training equips professionals with the tools to influence public policy, navigate complex stakeholder ecosystems, and contribute to governance in ways that extend far beyond traditional legal practice.

Samar’s professional journey began in corporate law after graduating from NALSAR University of Law. However, a pivotal moment arrived when he decided to pursue an LL.M. at the University of Pennsylvania. Encouraged by his then girlfriend—now wife—he explored an unexpected opportunity: a public policy fellowship with the Philadelphia City Council. That experience transformed his career trajectory, introducing him to the world of legislative advocacy, governance, and public affairs.

Since then, Samar has spent nearly a decade shaping policy conversations across housing, economic development, and governance frameworks in the United States. His work focuses on building legislative solutions that strengthen communities, empower small businesses, and create accessible housing ecosystems—demonstrating how lawyers can become architects of public policy and systemic change.
