Samar’s professional journey began in corporate law after graduating from NALSAR University of Law. However, a pivotal moment arrived when he decided to pursue an LL.M. at the University of Pennsylvania. Encouraged by his then girlfriend—now wife—he explored an unexpected opportunity: a public policy fellowship with the Philadelphia City Council. That experience transformed his career trajectory, introducing him to the world of legislative advocacy, governance, and public affairs.

Since then, Samar has spent nearly a decade shaping policy conversations across housing, economic development, and governance frameworks in the United States.
